This study examines the New Teacher Appraisal System utilized by Middle and Primary schools of Tokyo, and then offers suggestions related to teacher evaluation in Taiwan as follows: (1) Build correct concept for improving teacher evaluation of teacher identity, especially after teachers are divided from public servants. (2) Enhance the confidence and trust of teachers in evaluation and the appraisal system. (3) Connect the teacher appraisal system with the establishment of a teacher professional development system. (4) Construct incentive programs to support possible changes in evaluation. (5) Diversify evaluation methods and respect teacher’s professional autonomy.


本文旨在探討日本東京都中小學新的教師評鑑機制,並對國內提出以下建議:一、調整公教分離後教師身分的正確認知;二、引發教師對評鑑正確的認知,建立起對評鑑的專業信任;三、教師評鑑要連結教師專業發展系統的建構;四、建置適切的激勵制度來支持評鑑的變革;五、評鑑方式可多元化但要給予教師自主的專業尊重。
