I. Organizational Structure

Article 1
The Editorial Committee of the Bulletin of Educational Research (hereinafter referred to as the the Committee) is responsible for the formulation of editorial policies, the solicitation and review of manuscripts, the handling of disputes, and other editorial-related matters. The purpose is to ensure the academic quality of the journal and enhance its contribution to educational theory and practice. The Editorial Committee shall consist of 29 to 31 members, including one Editor-in-Chief, one Deputy Editor-in-Chief, two Executive Editors (collectively referred to as the Editorial Team), four internal editorial members (excluding the Editorial Team), 12 to 14 external members based in Taiwan, eight overseas members, and one member specializing in research methodology if needed. The proportion of either gender among the editorial members shall not be less than one-third.

Article 2
Editorial committee members shall be appointed based on the journal's main solicitation areas: curriculum and instruction, educational policy and administration, educational philosophy and history, and sociology of education. For each area, two members (including the Editorial Team) shall be appointed internally, three to four externally within Taiwan, and two from overseas. Selection shall consider members’ academic expertise, research performance, review quality, and impartiality.

Article 3
The Editorial Committee is divided into the General Editorial Committee and the Subfield Editorial Committee. All editorial members form the General Editorial Committee, while those grouped by solicitation area form the Subfield Editorial Committee (e.g., Educational Philosophy and History Subfield Editorial Committee). For interdisciplinary submissions, the Editor in Chief shall assign the appropriate subfield. The General Editorial Committee oversees editorial policies, operations, and standards, as well as the journal’s quality, reputation, and impact. Subfield Editorial Committee are responsible for the review of manuscripts in their respective fields.

II. Duties
Article 4
Editor in Chief: An ex officio editorial member responsible for: 1. Presiding over, participating in, or attending relevant editorial meetings; 2. Planning and coordinating editorial policies and affairs; 3. Collaborating with the department chair to appoint editorial members; 4. Preliminary review of submissions; 5. Initial recommendation of reviewers; 6. Handling manuscript appeals; 7. Reviewing accepted manuscripts to ensure alignment with the journal's aims and academic standards.

 

Article 5
Deputy Editor in Chief: An ex officio editorial member responsible for: 1. Assisting the Editor in Chief in planning and coordinating editorial policies and affairs; 2. Participating in or attending relevant editorial meetings; 3. Preliminary review of submissions; 4. Initial recommendation of reviewers; 5. Acting on behalf of the Editor in Chief when necessary.

 

Article 6
Editorial Members: Responsible for: 1. Participating in relevant editorial meetings; 2. Jointly deciding on editorial policies, publication decisions, and editorial operations; 3. Handling manuscript appeals.

 

Article 7
Responsible Editors: Each submission shall be assigned one Responsible Editor designated by the Editor in Chief based on academic expertise. Duties include: 1. Preliminary review of manuscripts in the assigned area; 2. Recommending reviewer lists; 3. Evaluating review quality and revision outcomes, providing recommendations for publication decisions after discussion with the Subfield Editorial Committee; 4. Handling appeals as assigned by the Editor in Chief.

 

Article 8
Executive Editors: Ex officio editorial members responsible for: 1. Preliminary review of submissions; 2. Initial recommendation of reviewers; 3. Handling editorial administrative tasks.
 

Article 9
Research Methodology Member: Participates in the General Editorial Committee and may be invited by Subfield Editorial Committee to provide advice on the methodological soundness of submissions, ensuring the quality of the journal's articles.
 

Article 10
Editorial Assistants: Responsible for assisting with editorial administrative tasks.
 

Article 11
Editorial Team: Composed of the Editor in Chief, Deputy Editor in Chief, Executive Editors, and Editorial Assistants, responsible for the journal's editorial operations. Key duties include: 1. Organizing and convening relevant editorial meetings; 2. Ensuring effective editorial operations and maintaining the journal's quality, reputation, and impact; 3. Compiling editorial records for internal review; 4. Reviewing manuscript quality and scheduling publication based on editorial decisions.
 

III. Appointments

 

Article 12
The Editor in Chief shall be a professor appointed by the department chair. The Deputy Editor in Chief and two Executive Editors shall be invited by the Editor in Chief and appointed with approval from the department chair.

 

Article 13
Editorial members serve a two-year term and may be reappointed. If a vacancy arises, the department shall recommend twice the number of candidates for internal members, four times for external, and four times for overseas members in the relevant solicitation areas. Final appointments are made by the department chair in consultation with the Editor in Chief. Adjustments may be made for balance and expertise. The Research Methodology Member shall be nominated by the Editor in Chief and appointed by the department chair.
 

Article 14
One full-time Editorial Assistant shall be appointed using designated funding. Part-time Editorial Assistants may also be appointed as needed.
 

Article 15
The terms of the Editor in Chief, Deputy Editor in Chief, Executive Editors, and Editorial Members are two years and may be renewed. To ensure continuity, the terms of Executive Editors and Editorial Members should ideally overlap by one year.


IV. Operations

 

Article 16
Editorial meetings (General or Subfield) shall require a quorum of more than half of the members to proceed. Decisions require the consent of more than half of those present.

 

Article 17
Each Subfield Editorial Committee shall meet before each issue is published. Meetings may be omitted if there are no manuscripts to review. The General Editorial Committee shall meet at least once a year.

 

Article 18
Each Subfield Editorial Committee shall elect a chair from among its members to preside over meetings. Meeting minutes must be submitted to the Editorial Team within one week to facilitate publication. The Editorial Team shall consolidate decisions, review manuscript quality, and finalize publication arrangements.
 

Article 19
To improve efficiency and broaden participation, meetings may be held in-person, via video conferencing, or in hybrid formats. Subfield Editorial Committee may also reach decisions through written communication, provided that the requirements in Article 16 are met.
 

Article 20
Editorial Members, Editorial Assistant, and Part-time Editorial Assistants must maintain confidentiality regarding all matters related to manuscript review and may not disclose any such information externally in any form.

V. Supplementary Provisions

 

Article 21
Matters related to the journal's submission guidelines, review procedures, and workflow shall be governed by regulations established by the General Editorial Committee.

 

Article 22
These regulations shall take effect upon approval by the General Editorial Committee and the Department Affairs Meeting. The same procedure shall apply to any amendments.
